New EU-UK Import Procedures Delayed Until 2022

Since 23rd June 2016, there has been considerable rumour and conjecture as to the ‘roadmap’ for the UK’s exit from the European Union (EU) and what this means for the involvement in the EU single market, Northern Ireland and the trade agreement between the EU and UK. On 1st January 2021, the UK formally left the EU single market, meaning goods are now subject to import customs controls in a similar manner to goods from the rest of the world.
Boast have been tracking the evolving trade agreement with the EU to ensure we are well-prepared to handle our customers’ growing requirement for import and export customs arrangements, and to keep goods flowing with the EU for all our customers, offering a well-organised and seamless customs process.
However, while new Border Control Posts (BCPs) are built at all UK ports, Port Health teams recruited and importers and exporters continue to setup new internal processes to comply with new regulations, the stage transition period has evolved and delayed considerably.
The new timeline of the evolving regulations is now as follows:
From 1st January 2021:
EU-UK trade agreement implemented, meaning goods may be eligible for import VAT.
Customs entries must be submitted to HMRC within 6 months of arrival.
Imports of controlled goods and high-risk animal or plant products must be pre-notified to Port Health authorities, though no physical checks are in place.
From 1st January 2022:
Importers required to pre-notify Port Health authorities of imports of animal products (of over 50% animal content) in the IPAFFS system.
From 1st July 2022:
Full introduction of documentary, ID and physical checks on arrival of goods into the UK.
Customs entries must be submitted to linked port systems to allow customs clearance at all ports.
Goods of animal origin must be accompanied by a certified export health certificate and enter via a port with a BCP which is designated to manage this commodity.
